Eligibility Criteria for Temporary Foreign Workers
To qualify under the PEQ as a temporary foreign worker, applicants must demonstrate a commitment to living and working in Quebec, have relevant full-time work experience in the province, and fulfill specific language proficiency requirements. The MIFI considers a minimum of 30 hours of paid work per week as full-time employment.

Eligibility Criteria for Quebec Graduates
Foreign students who have completed their studies in Quebec can apply under the PEQ, provided they have obtained an eligible degree or diploma from a recognized Quebec educational institution within the past 36 months, have sufficient work experience, and meet language requirements.
