The Manitoba Provincial Nominee Program (MPNP), sometimes known as the Provincial Nominee Program (PNP), is a set of immigration channels that allows foreign individuals to become permanent citizens of Canada. The PNP aims to attract immigrants in areas that will help the province, such as skilled employees, workers in sectors with a labour shortage, recent graduates, and agricultural entrepreneurs.
There are five types of immigration streams in operation in the province:
- Skilled Workers in Manitoba (SWM)
- Skilled Workers Overseas (SWO)
- International Education Stream (IES)
- Business Investor Stream (BIS)
- Morden Community Driven Initiative.
SKILLED WORKERS IN MANITOBA
Skilled Worker in Manitoba consists of two immigration streams aimed at workers who have previously obtained work experience or have job offers in Manitoba. Candidates for this stream must be employed and residing in Manitoba at the time of application. Candidates can be invited to attend an MPNP recruitment session held outside of Manitoba after they apply.
- MANITOBA EXPERIENCE PATHWAY: This option is for those who are currently employed in Manitoba on a temporary work permit. Temporary workers and international graduates of Canadian post-secondary institutions are included in this category.
- EMPLOYER DIRECT RECRUITMENT PATHWAY: To be considered for this program, you must be interviewed by an MPNP representative and a Manitoba company. These conversations take place outside of Canada. Before pursuing this course, you must first get an Invitation to Apply.
MINIMUM REQUIREMENTS
- Must be a temporary foreign worker or an international student graduate;
- Must have a valid Work Permit or Post-Graduation Work Permit;
- Must have a permanent, full-time job offer from their current Manitoba employer;
- Must have worked for their current employer for at least six continuous months;
- Must have all qualifications needed for the position, including training/education and any required licence or certification;
- Must demonstrate English or French proficiency to fulfil the duties of their job description;
- Must have a connection to Manitoba through employment that is stronger than ties they may have to another province in Canada;
- Must have the intention and ability to live, work and establish their work and family life in Manitoba as a permanent resident and demonstrate this in a Settlement Plan;
- Must have enough money (CAD $10,000 for the principal applicant and CAD $2,000 for each dependent in the application);
- Your employer must have a registered commercial business that has been operating for at least three years;
- Your working conditions must be consistent with Canadians or permanent residents.
SKILLED WORKER OVERSEAS
Skilled People Overseas is a three-stream immigration programme that aims to attract skilled workers who can quickly integrate into Manitoba’s workforce and adjust to life in the province. Workers with experience in Manitoba’s In-Demand Occupations are prioritized in all streams of this category.
There are two pathways in the Skilled Worker Overseas Stream:
- MANITOBA EXPRESS ENTRY PATHWAY: People who have an active Express Entry profile and are qualified for another MPNP stream can take this route. These individuals must also have worked on Manitoba’s In-Demand Occupations List and have strong ties to the province.
- HUMAN CAPITAL PATHWAY: This program is for foreign skilled individuals who have worked in one of Manitoba’s In-Demand Occupations.
MINIMUM REQUIREMENTS
- Must have a score of at least 60 out of 100 on the points assessment grid;
- Must have a connection to Manitoba through the support of friends or family living in the province, previous work experience or education, or be invited to apply by the MPNP. Additional requirements depends on the type of connection you have;
- Must have at least six months of experience in an In-Demand occupation;
- Must submit a complete Career Plan;
- Must be at least 18 years old.
INTERNATIONAL EDUCATION STREAM
The International Education Stream (IES) is aimed at recent graduates from Manitoba’s authorized post-secondary institutions. Candidates for this category must have job experience or business management experience in the province, either after graduation or as part of an internship or co-op during their studies. Within this stream, there are three options:
- MANITOBA CAREER EMPLOYMENT PATHWAY: The Career Employment Pathway is for post-secondary graduates who have been employed in an in-demand occupation in Manitoba for a long time.
- MANITOBA GRADUATE INTERNSHIP PATHWAY: The Graduate Internship Pathway is for international masters and doctorate graduates who complete an Accelerate or Elevate internship with Mitacs. This Manitoba government-funded agency helps international graduates find internships.
- MANITOBA STUDENT ENTREPRENEUR PATHWAY: Up to 20 international graduates of a Manitoba learning institution can participate in the International Student Entrepreneur Pathway, which allows them to start their own business in Manitoba. Before being nominated for permanent residence, they must meet the terms of a Business Performance Agreement.
BUSINESS INVESTOR STREAM
The Manitoba Business Investor Stream (BIS) is a compilation of two immigration streams created for those with experience in firm management who want to start a new business in Manitoba. The entrepreneurial stream is for general entrepreneurs with company plans in various areas, whereas the farm investor stream is for agricultural entrepreneurs.
- FARM INVESTOR PATHWAY: This route is for persons who have prior farm business expertise who want to immigrate to Manitoba to start and run a farm.
- ENTREPRENEUR PATHWAY: The Entrepreneur Pathway enables Manitoba to attract and designate qualified international business owners to relocate to the province. They must have the desire and means to start or buy a new firm or co-own an existing one. They must do so within the first two years of their temporary work permit in Manitoba.
MORDEN COMMUNITY DRIVEN INITIATIVE
Morden is a town located 112 kilometres southwest of Winnipeg. This municipality is aggressively recruiting new immigrants in specific occupations that fit the community’s labour market requirements. Those who are successful in this programme will be able to stay in Canada permanently.
To be eligible, you must be at least 18 years old, have a high school diploma, speak English fluently, and have no ties to any other area of Canada. You must also intend to reside in Morden and have sufficient funds to do so.
